Will the US Yield To Europe's Position on Climate Change?

The US will be up for a challenge. When José Manuel Barroso, the European Commission President, visits US President George W. Bush, the European will give his US counterpart a good look at the new EU energy policy. This energy policy will be a renewable energy/energy efficiency-based one, with the EU looking at cutting their green gas emissions iby 20 percent in 2020 from their 1990 levels. Read more here.
So will president bush and the US yield to this strong growing "trend" or will it remain waiting until the final moment to act?
