What is the Forestry Policy in New Zealand?

It looks like nobody knows since the government (as represented by the Prime Minster) and her forestry Minster are at "sixes and sevens" at the basic forestry facts in New Zealand. It looks like the policy, that is unclear, has kept the industry from replanting at a rate that compensates for the forestry cuttings, a very serious issue since 2,500 locals and about $250 million a year is earned from the sector.
