Texas Primary Energy Efficiency Program

The texas Primary Energy-Efficiency Program is known as the Standard Offer Program. Its goal is to meet 10% of power demand growth through conservation projects, and is funded through small payments from all power consumers (a portion of their electricity bill goes to this program).
