Renewable Energy on a Piecemeal Basis

The Democrats and the Republicans may have recognized the need for a more upfront approach to Renewable Energy Development, Energy Efficiency, and Climate Change, but they sure are doing something different. According to this article from Boston.Com the new congress will tackle the energy security issues by putting forward several pieces of legislation. This will hopefully, provide a more comprehensive and effective framework for achieving their objectives.
But the question could be, would a piecemeal approach work when there is great urgency? The EU has set an encompassing target that mandates everyone. Wouldnt that be more effective for the US since its just one economic state? What do you think?
