Simply put, the EU wants to turn itself into a low-carbon economy. Easier said than done as EU energy ministers begin discussing plans on liberalizing the market, using more renewables, and other related concerns. Europe is in a big rollercoaster ride, after it dismantled traditional monopolies of electricity companies. Getting a unanimous decision is a Herculean task, with 27 different countries having their own agenda coming together to forge a unified, implementable plan.
