Brazil and the US: Leading Developers of the Global Biofuel Plan

I saw this article describing how Brazil has evolved from a petroleum-based economy to an energy independent and net exporter of biofuels. Catch that article here. But I am kind of apprehensive to the creation of a "Global" plan in that I do not think a global strategy could be crafted by just two countries. What the biofuels market is, is just like any other commodity market. It is one of supply and demand. What needs to be done is develop support infrastructure to improve production of biofuels without sacrificing the requirements of food and the limitations of ecology. What do you think?
